The quote "Look like the innocent flower/But be the serpent under't." means to deceive the people around you. It means you are to put on an act and make yourself appear incapable of doing wrong, so when you do something evil you will get away with it. We see a great example of this in Macbeth when he kills the king and was able to get away with it because everyone thought he loved the king.
