Jared--Jim P just addressed this on the listserv.  In essence, no, an omnium is not a stage race.  In order for the GC placing to be considered for upgrade purposes, the event has to be a stage race:  GC placing is based on the riders' finishes in all the events and the rider must complete all the events in order to get a GC place.  In an omnium, a rider does not have to participate in all the events to compete for GC.  Below is the definition from the Rulebook--emphasis mine:
 

4A. Composition

4A1.

A stage race is an event with a common entry, run on consecutive days, comprising a sequence of road races (i.e. individual road races, time trials, criteriums), in which the overall results are determined by cumulative time or points. Riders must successfully complete each stage in order to be eligible for the next one. In stage races by time, the sum of the riders‟ times for each stage determines the final results. In stage races by points, the sum of the riders‟ points for each stage determines the final results.
If I can't confirm based on the race flyer that the event is,in fact, a stage race, then the GC placing will not figure into upgrade points.

        There are a variety of two-day Omnium events in the region (e.g. Tour of Franklin, Blacksburg Cycling Classic, Tour of Page County).  Do results tabulated in these Omnium - format races count as upgrade points in the same way that Stage Race GC points are used?  I am referring to the table in this link:

Thanks for the clarification Tracy and Jim. It seems that there is a desire for more stage races to be put on in the MABRA or at least have some of the ominiums changed to stage races.

Although not MABRA, Tour of Millersburg is a points based stage race in mid August.  Great race.

The Tour of Washington County powered by SRAM is a true stage race based on lowest accumulated time.  Just in case you were looking!

Regarding Tour of Page County, given that the road race is also the
senior championship road race, we felt like it didn't make sense to
make ToPC a true stage race. But, don't worry, I hear you and we are
working on some very cool ideas for next season. :-D
