Scientific notation solves this problem. 
If the weight is specified to two digits, to the tenth of a kilogram, then the frame can only be weighed to two digits, to the tenth of a kilogram. 
If should never have been weighed to the hundredth of a kilogram. Scientifically irresponsible.
And I never even got to the absurdity of one frame weight limit, regardless of whether the bike is a 47 or a 67.
