Just this morning i have talked with Chantal (Liaison officer), she confirmed that.

Now at kabale University, they celebrating it!  The decision was taken on this Monday.

For us (especially public servants), we have to push the administration because Uganda High Education Council should send the official confirmation letter to inform the Rwandan High Education council (HEC).

This is stipulated by East African agreements.
