New short decoder in assembly for RV32IC CPU (RiscV)

Cheers everyone,

I was so hyped by lz4 and this site that I wrote a small bare metal decoder for RV32IC

that I believe might be quite handy for others as well.

Tested on/with the Longan Nano board.

*Assembler* code is public (BSD 3) here:

A mere 116 Bytes for RV32IC

and depacking raw BLOCKs of 64KB with a 16bit size header

(full example application provided in that repo)

Would love to see it among the others.
