Thanks Virginia from the KC local committee for summarizing the Early
Voting, Unrestricted Absentee Voting, and Voting by Mail Task Force on
the Federal Election System report.
This article was written in 2001--so instead of 22 states offering no-
excuse absentee ballot the number is now 30; however, the other data
appears to be accurate.
