more interface changes

Hi,

I propose another interface change: LWE.__init__() should accept an optional
parameter m. This is because it seems some schemes use m to derive parameters
and this should be supported (e.g. for correctness)

I've checked in a change to that effect.

Hi,

I'm ok with this change; I added some text to the paper in the SVN.

Florian is not in the office this week, so we will either work on
ringLWE next week or as soon as Daniel is back (since he already
implemented ringLWE in C++).
