federal grants and things

So for whatever reason I've been browsing goberment grants websites recently and came across this guy:

I'm not a grant expert by any means, but it looks like the US Navy wants to give moneys to organizations that promote STEM...

I absolutely have no idea what's involved in actually applying or getting a grant, just some food for thought.
