There were a bunch of articles last June discussing that particular government's transition away from Microsoft. Good news, at least when it was news.
But the headline is clickbait.
It's the German state of Schleswig-Holstein, not "Germany", that is switching. Schleswig-Holstein has about 3.5 percent of the population of Germany. So the headline is roughly equivalent to claiming that the "U.S. DUMPS Microsoft Completely" if only the state of Georgia switched.
Also, whatever may be said in the video about the supposed precipitating event in 2025, Schleswig-Holstein's move away from Microsoft has been in the works, in phases, since 2021, at which time digital sovereignty was already cited in news articles as one of several motivations. See, e.g.,
