We haven't tried building the spice gem or the map_utils portion of
Lunaserv in any version of Windows, so you're in uncharted territory
here. In the code, we avoid platform-specific calls as much as
possible, and I believe all of the library dependencies are available
for Windows, so in theory it should be possible. There's a few
different ways of approaching the build on Windows, but using cygwin is
probably where I would start with it.
As for the Ruby portion for the front-end, our recommended method of
deploying with Passenger will definitely not work in Windows, but rumor
has it that Helicon Zoo can deploy Rack based applications in IIS. We
haven't tried that either, so YMMV; it appears to be a free download
though, so it's worth a try.
What have you tried so far to get it working? While we don't have any
specific knowledge of installing it in Windows, if you have particular
error messages that you're running into, we may be able to help
interpret them.
