The distribution package is a bzipped tar archive, so what you saw is
normal. You are correct though that Lunaserv does not currently run in
Windows. Lunaserv is currently tested on Linux and Macos; although, in
theory, any posix-like system ought to be capable.
Lunaserv WMS, being a Web Map Service is meant to be hosted on a server
and then used either via web clients or other GIS software, so it's not
really geared towards offline use. Your best bets for accessing the
data are either through the online interface you already found, or using
QGIS or JMars. Both QGIS and JMars are capable of connecting to our WMS
server and accessing all of the maps there, and the best thing about WMS
is you're not limited to just our WMS server. By using software like
QGIS, you can combine maps on our server with maps you find on other WMS
servers as well as maps you've downloaded on your local system.
