Hi Jesse, 

I didn't see any other responses so...

I'm a former LUNAR VP. The launch is open to all. Near the flight line there will be a check in table, usually under an Easy up shade. There is a sign in sheet there.
LUNAR provides all the launch equipment; you won't need (and likely won't be allowed) to use your own launch equipment due to range safety procedures. (The are exceptions. If you have a custom launch tower or other special need, talk to the folks at the safety check in and they'll help you get situated.)

Small rockets are just as important as the big ones! In fact, LUNAR caters to low power launches first and foremost. Yes, we also do high power, and they are a great crowd pleaser.

Please follow the rules noted by Tony regarding the Ranch's speed limits and gate controls. Since it appears to be your first trip, you can always hang out on the initial driveway after turning off the main road and wait until you can follow someone else in just to be sure, but there will be signs to guide you in as well. Unfortunately, I will not be in attendance, but have a great day!
