Sorry I have not answered but I have been out of town for several
weeks.
I can probably help but lets see if we can find someone closer.
Hopefully, you have already registered as registration has closed
for this year. If not, you can still practice designing, building
and flying rockets in preparation for next year's contest.
There are two mailing lists you should get on.
Lunar General and lunar ARC. Information is here. http://www.lunar.org/docs/lists/lists.shtml
On both lists you can ask questions.
You need to be designing and building your rocket now. You will
run out of time for testing.
Apogee Rockets has an ARC parts kit that has just about all the
parts you might need to build an ARC rocket this year.
Get your altimeter. Make sure it is one of the approved ones.
Get started with the design software. You will need it to zero in
on the weight and parachute design to compete.

RocSym is available from Apogee.

Apogee has a special deal for ARC teams.
I think there are some others out there but I have not used them.
Plan to fly something at the LUNAR launches this winter. The next
one is Feb. 1. Go to http://www.lunar.org for information on the
launches and maps. We will be holding additional ARC only launches
in march if needed. If you don't have your ARC design ready for
the Feb. launch, Buy one of the more complex kits like a Big
Bertha to learn how to build and fly a rocket. That kit is an easy
build and you should be able to complete it for the Feb. launch.
You can get engines locally from Fred Radford Fr...@rocket.supplies. Fred will usually be at the LUNAR launches.
