Spring cleaning: HPR motors

Hey Folks, 

I'm doing some spring cleaning, and would like to sell some rocket motors. We have have a number of J-motors stored in a cool dry place that I would like to clear out of our inventory. 

As some folks know, we ran an ambitious multi-district program in San Joaquin county with the support of LUNAR. Students would get their Jr. HPR on H-motors and for students not getting certs, we'd lift cansats on 3" airframes providing the motor to the LUNAR flyer. We basically got too big and had to cut the program back from Snow Ranch. The pandemic didn't help. 

I haven't given up on the hobby, far from it. Just need to get things in order before I finally go for my L3

I know there are restrictions on motor sales, so would like advice on how I can get these motors in to capable licensed hands?
