Hello everyone!

I am currently attempting to get my junior L1 cert this Saturday at Snow Ranch. I have the rocket ready, and I have been studying for the test I will need to take. The only issue is that I don't know anyone who can proctor the test and grant me the L1 certification if I successfully fly my rocket.

Maybe this is the wrong place to ask, but is there anyone here who can certify me for a junior L1 cert this Saturday at Snow Ranch?

Sincerely,
Aaron Kelman

Hi Aaron,
I'm a rocketry mentor and grad student at UC Davis and will be at the launch Saturday, I can proctor the exam and sign off on your launch.
Please feel free to email me around what time you'll be at the launch: alop...@ucdavis.edu

Aaron,

I believe that the procedures changed this year. You have to take (and pass) the test online now before attempting your Jr L1 flight. You will get (electronic, then print) a certificate that you should bring to the launch. You’ll need at least two L1 or better NAR fliers, one Flier of Record to assemble/handle the motor and one other as part of your Certification Team (two adults, one at least a NAR L1, and not the Flier of Record).

Here is the NAR page on the procedure.

https://www.nar.org/JuniorHPRParticipationProgramProcedures

By the way, all NAR tests (Jr. L1, L1…) are online only now.

Rob

Hello,

Thanks for the clarification. I remember reading over this a lot in past years and I never realised they changed the procedure. I should be able to complete the online course and test in time for Saturday's launch.

Sincerely,
Aaron Kelman

OK, I do not see anything in there about transition from the old process.  I have two students who passed written test in December but could not fly certification flight due to the fog.  On that form it says test result is good for a year to fly certification flight.  What do they do now?  Can we still use passed test on paper to fly certification flight or do they need to go back and do online course and test?

Please anyone escalate to any NAR contacts for clarification.

thanks,

Paul

The Consensus on the NAR Discord is that the December exam results are good for a year, so they can launch their cert flights without needing to retake the exam.

This is from January 2026 NAR “rocketeer” newsletter:

> “The NAR will still accept written tests that are less than a year old at the time of your certification flight and taken on or before January 31, 2026.”
