With this group being inactive / near dead, I thought I had just share a link I stumbled upon: http://linux.slashdot.org/story/13/06/03/0321211/ask-slashdot-how-to-start-and-manage-a-university-lug. We should probably take a leaf or two out of the thread, and maybe share our experience too over there.
We dont really have anyone >2009 (numerically) batch here, and 2009 is mostly out of campus. But if at all there is some one here are few jotting downs I would like to share:

Campus repo will exist on 10.1.9.224. It will be managed by Nihant Subramania, and you may contact him when it behaves erratically.

Git, ssh now work on the campus net with the implementation of Cyberoam serving devel requirements albeit speed constraints. Go ahead, and try bypassing that on your own merits.
On the whole, it solves the complaints we had with the old system, and required addressing. The experience still isnt as seamless, as one would like it to be, but definitely "almost-there".
