I have 2 usb->sata hdd enclosures (one for 3.5" and one for 2.5" drives).
The 3.5" one works as expected, but when I connect the 2.5", it spits out
the same error. I have tried connecting only the 2.5" one, same result.

If you're running hald, try
/usr/local/etc/rc.d/hald stop
and plug hd again.
