I was just upgrading my scrollkeeper port and it started making outgoing
connections. It was sitting on the line
"/usr/X11R6/bin/scrollkeeper-rebuilddb -q -p /var/db/scrollkeeper" of
the make process and I noticed my cable modem was on full.
sockstat showed these connections:

It's trying to download the DTDs from the various referenced sites for
validation. There is a bug filed on this, but I haven't had time to
look into it. It's not a scrollkeeper problem per se.
