what do you feel is the best way to play a hand when the following
happens:

you raise pf oop, cbet the flop w/ nothing and get flatted by an avg
player, and the turn improves your hand.

follow through with a 2nd bet (all in in this case) or check?

I check here. An avg player should be easy to read, Im seeing AK, or
KK. Hes probably All In with this, and I wouldn't take the risk for
the Flush.

ALLLIIIINNNNN!! the heart draw on flop means he prolly doesn't have AK
or a set, almost all small tourney buyin players have moved allin on
flop when you c-bet. Take the shot. Especially looking at your stack
vs. blinds. This is one of those situations where 3 of 4 things that
happen are good. you move allin, he folds. you move allin, he calls
and is behind (on a draw). You move allin, he calls is ahead and you
get there, or the bad one.
