九一八遊行
香港專上學生聯會將於九月十八日 (本周日) 發起「憑傲氣 盡赤心」遊行，要求抵制警權過大、捍衛大學自主以及還香港公民的自由權利。現附上是次遊行事源、內容及資料如下：
上月十六日至十八日，國務院副總理李克強到香港進行訪問期間，香港處處「戒嚴」。
港大八一八事件中，足見政權三番四次凌駕院校自主及公民權。由保安區和封鎖交通的安排、人員的調配以至警方主導校內保安等，皆顯示港大自主被警方踐踏。
警察因權力長期過大，早已變得目中無人，而其權力明顯來自政權訂下的法律。曾偉雄便指警隊是引用《公安條例》第十條設立可以「變大縮小」的「核心保安區」。對於警權，要對症下藥，必須重新檢視殖民地遺留的《公安條例》，並廢除當中的過時條文。例如「不反對通知書」申請制度、「非法集會」、「非法集結」等。
《基本法》第27條已清楚列明，「香港居民享有言論、新聞、出版的自由，結社、集會、遊行、示威的自由，組織和參加工會、罷工的權利和自由」。然而，《公安條例》卻規定，舉辦遊行集會必須向警務處處長申請「不反對通知書」 ——而過去多個不申請通知書的遊行已清楚證明，只要警方不加打壓，不申請的遊行也可順利而和平地進行，足見這制度只是變相的審查系統。
而「組織非法遊行／集會」、「參加非法遊行／集會」等條例亦賦予警方隨意施加政治迫害的權力，扼殺香港的自由空間。本會認為政府應立即進行修訂，約束過大的警權，防止濫權的行為，以保護香港市民基本人權。
本會亦要求所有大專院校校長，站在市民和學生一邊，共同捍衛大學自主，譴責保安局及警務處侵犯香港人珍而重之的價值——自由，並公開承諾不再允許警察在大學範圍內、外進行政治執勤，保障大眾表達自由！
九月十八日是八一八事件一個月，我們將於香港大學出發，遊行至保安局，抗議是次李克強訪港期間的種種侵害人權的行為；在此，我們呼籲學生和市民行動起來，要求：
1. 警務處處長曾偉雄和保安局局長李少光道歉及問責、並交代該三日的保安詳情；
2. 修改違反《公民權利和政治權利國際公約》的《公安條例》

March for Police Power Restriction, University Autonomy and Civil Rights Protection
In view of the recent growing abuse of police power, the Hong Kong Federation of Students will organize a march on 18th September(Sunday) demanding the restriction of police power, the safeguard of the universities’ autonomy and the protection of the freedom and rights of Hong Kong citizens.
Li Kexiang, Vice-Premier of the People’s Republic of China, visited Hong Kong during 16th to 18th of August. His visit triggered a series of events demonstrating the use of police power to restrict of civil rights by the reason of security and safety. Particularly, the arrangements between the police and the University of Hong Kong on the security of the HKU Centenary Celebration on 18th August revealed that the autonomy of the University has been invaded by political force.
The heart of the problem of police abuse lies in the legislation, particularly the Public Order Ordinance. The Commissioner of Police Mr. Andy Tsang has once claimed that the Ordinance allows the police to set up flexible “restricted areas” restricting demonstrations. In fact, the ordinance contains provisions both obsolete and in direct conflict with ideas of human rights.
Article 27 of the Basic Law clearly stipulates that “Hong Kong residents shall have freedom of speech, of the press and of publication; freedom of association, of assembly, of procession and of demonstration; and the right and freedom to form and join trade unions, and to strike.” However, the Public Order Ordinance contradicts, by requiring that processions and assemblies must be without the Commission of Police’s objection. Previous experiences of marches have demonstrated that even without the application of “No Objection Notification”, processions can be completed peacefully and smoothly if the police force does not actively suppress the action. Reasons of “Security” or “Public Order” cannot justify the power of the Commissioner to object our exercising of civil rights.
Moreover, the criminal offenses of “organizing/taking part in unauthorized assembly” have become the political weapon of the police force to suppress the voices of the minority and to destroy Hong Kong’s freedom of speech. We demand that the Government must immediately restrict police power and prevent police abuse by legislations, so that civil rights of the citizens can be protected.
We also call upon the Vice-Chancellors/ Presidents of all local universities to step up and condemn the Security Bureau and Hong Kong Police for infringing the freedom of Hong Kong citizens, and to pledge that no police force shall be invited into our universities for their political duties of suppressing the voices of political dissidents again.
On 18th September, one month after the 818 incident, we will march from the University of Hong Kong to the Security Bureau, and condemn the actions infringing human rights during the visit of the Vice Premier. We urge for your participation, and we demand that:
1. The Commission of Police and the Secretary for Security must apologize and take the responsibilities of these infringements, and explain the security arrangements during the Vice Premier’s Visit,
2. The Government must repeal or amend the provisions of the Public Order Ordinance in contradiction to the International Covenant on Civil and Political Rights (ICCPR),
3. The Police force to stop all political duties both inside and outside our universities.

Note: The HKFS will not apply for the “No Objection Notification” from the Police to show our opposition to the unreasonable system of the Public Order Ordinance.
