Server scalability clarification

Hi LR Forum Guys,

Can you please clarify the below few points regard to the load.

Am currently running the performance execution to find the scalability of the WAS ( IBM ) server though load runner with 2 LG .

Run1 : Through my load runner i can able ramp up maximum of 40 hits per seconds with irrespective number of users. ie. even i ramping up the user level to 100 i can able to see only  40 transaction per second and my LR CPU and Memory is less then 20-30% and also WAS server utilization is less then 20% and memory too low. here i want to find the reason for why am not able to see the maximum number of hits.

Run2. Same run am doing it through two different loadrunner and observed 40+40 =80 hits per second and still the WAS CPU /LR CPU are very less. 

Question : We need to find why the LR is not able to increase the TPS level ( i believe 2MB for any http request per user ) and what is the maximum capacity of the WAS server ( until to reach the cpu utilization as 80% or any failure from the server end ).

Added to that below mail,  I have cross check the CPU, Memory. Disk i/O , run queue, SGA pool and heap dump also which all seems to be normal behavior.

From the below question, can I consider  WAS server is able to handle  80TPS ? and also added to that I ramped the load of 40 users through the SOAP UI also , which is also able to get the good response time and  TPS.
