VTS is on disc 2 of the 9.x installation media.    You may want to check the v11.x media as well for its inclusion.   There are several individuals who have cobbled together similar queuing/data feeding solutions based upon MySQL for use with LoadRunner.   You may want to search google for the terms “LoadRunner+VTS+MySQL” for information on the various implementations which are available.
