When we adopted Proposal H, which sets a standard agenda for regular state conventions and which determines the process by which delegates and alternates are to be elected we did not know what the convention agenda would be so I did not think to put any kind of delaying proviso on this proposal. This was an oversight on my part.
Without a proviso, this proposal would cause problems under the agenda as planned, since constitution changes will be heard at the end of the proposed agenda. Therefore I propose to reconsider and amend Proposal H (aka Proposal 4 in the draft report) to add the following proviso:
Proviso: This amendment shall
take effect upon the adjournment sine die of the convention at which it is
adopted.
