Proposal - Clean Up Amendment Language

Colleagues,

I thought I'd start off the proposals with something that hopefully won't be too controversial, though will be a bit complex in meeting the requirements.

Something that I noticed after the December 3, 2022 general state convention was an issue where the existing language in Article IX which required 1/15th of the state party membership to register for a special or general state convention for amendments passed at that convention to take effect was not updated to be consistent with the amended language of this article, specifically sections 1 and 2.

I've attached a proposal to rectify this, however given where the changes are to be made I'd like to get this proposal out of the way first. For this proposal to be valid we'll need to notice it 90 days in advance of the convention so I'd like to dispense with this early so that this notice requirement can be met.

This one makes sense to me.

If you take the current section 1 as the section that says "this is what the vote threshold is for amendments in general" and section 3 as the section that says "this is the registration requirement for certain types of conventions" then it's not a direct contradiction.

Nevertheless, this would be a simple amendment that would avoid any confusion.

I don't see an issue with this. 

I'm curious where 1/15 came from. If the party ever had a massive drop in membership, then potentially only one or two people could do whatever they wanted with this low threshold. But I don't think that's something we need to worry about now.
