Proposal H Reconsideration

Colleagues,

It was requested at the December 2 SCC meeting that we include a proposal to allow the delegation to fill empty alternate positions after the convention. I think it would be best to include this language within the already-passed Proposal H, which already deals with the delegate selection process. With this in mind, I would like to move to reconsider Proposal H to add the purple language in the attached file.
