Colleagues,

I do have a few draft proposals that I'd like to publicize to the group, though I don't want to make these proposals yet to try to be fair to everyone and not put all of my own proposals at the top of the agenda.

Here's a summary of what's attached:
  • Party Reference Cleanup
    • This fixes the naming inconsistencies and other minor errors in the Constitution. No substantive change is intended but if you see one please let me know.
  • Remove Unified Membership
    • From some discussions I've had with our state treasurer as well as the personal experience of some party members, the Unified Membership discussed in Article II of the Constitution is a logistical nightmare. Money needs to be moved from the LPVA to national, which wasn't always done in a timely manner. This has caused some people who had paid for a national membership to not be considered a member within the national CRM because that money had not yet been forwarded by the LPVA. On a few occasions this had been going on for months. I know that this option has been removed from the website, so it's no longer an ongoing problem but this proposal would remove authorization for this so that the issue cannot occur again in the future.
  • Officer Removal Notice change
    • This proposal changes the notice requirements for removing an officer from just notifying the member of the SCC to notifying all members of the LPVA.
  • Endorsement Rules
    • This changes the existing language to remove the authorization for endorsing candidates of other political parties. This action is already prohibited by the national party bylaws so there isn't a substantive change here.
  • Automatic CD Proxy & Remove Officer Proxy
    • This change does two things, first it authorizes Congressional District bylaws to specify a proxy system, for example that the district Vice-Chair shall be the proxy if the district Chair cannot attend, and that this system is to be treated as a proxy in perpetuity so as to not require a written proxy from the district Chair. The second thing is remove the authorization for party officers to proxy their votes.
  • CD Chair Attendance
    • This change automatically removes any district chair who has a string of absences from three straight SCC meetings. It also requires that the district call a convention within 60 days of this happening to fill any vacancies that exist.
  • Convention Agenda & Delegate Selection
    • This proposal does three things:
      • Creates a section for convention special rules of order in the same style as the national bylaws.
      • Specifies the agenda for regular conventions (the agenda for special convention is set in the convention notice and the agenda for a general convention is set in the convention petition so no need to include those here)
      • Moves the delegate selection procedure from the bylaws (amendable by the SCC without direct member consent) into the constitution as a second rule of order.
    • I've included citations for RONR (2:20-21 most prominently) that explain why it is best to have the agenda items be placed within the convention rules of order rather than in the constitution itself.
  • LPVA lifetime membership
    • This proposal strikes the section that automatically provides LPVA membership to lifetime members of the national LP. It also authorizes the SCC to create a life membership for the LPVA.
    • This life membership is structured to cover someone for life, but is only applicable if they're living in Virginia. As an example:
      • Individual is living in Virginia, purchases a lifetime membership in the LPVA. -Is an LPVA member
      • Individual moves out of Virginia. -Is not an LPVA member
      • Individual moves back to Virginia, does not pay anything to the LPVA. -Is an LPVA member once again

Mr. Vice Chair,

Regarding the Lifetime Membership proposal, I support having a Lifetime Membership. What I oppose is the requirement that the person live in Virginia. There are people like myself who are not Virginia residents but are in Virginia for school. Technically, I do not live in Virginia and if I purchase Lifetime Membership, which I would likely do, I would not receive any of the benefits. So, as it stands now, I do not support this.

Mr. Fast,

There is no change to the membership qualifications as a part of the lifetime membership proposal, nor is there any intention to do so. The existing language from the first paragraph of Article II includes the requirement "...resides and is domiciled in Virginia..." and this requirement is maintained in the membership eligibility for lifetime members. If you wish to make a proposal to change the existing membership language you are free to do so, but I would ask that it be kept separate from this proposal except insofar as it would necessitate a change to the eligibility language here as well.

Now that we've got everyone added to the list, I'd like to bump this message again. I don't want to shove all of my proposals to the beginning of the line, so I'll wait to make these proposals formally until the beginning of July.
