You are correct about the legend, however those first sections are done intentionally to move the word "the" outside of the quotation marks (highlighted below). As these quotation marks were left unchanged by the proposal, the insert of "the" outside of the quotation marks preceding the striking of "the" inside the quotation marks is the only way to make this change without it becoming unnecessarily complex. I've confirmed that there are no other sections of the report where the inserted language precedes the struck language.
As for Proposal 9, this is an issue with the rationale, not with the proposed changes. The language was amended from the original (may to shall) in the committee so that we were not requiring district committees to hold officer elections at every convention, but merely at least once between regular conventions.
This is especially relevant if a district committee were to hold more than one convention between the LPVA's regular conventions. For example if a district has already held officer elections but wished to hold a convention specifically to consider amendments to their bylaws we would not wish to require the district committee to hold officer elections at this subsequent convention as well.
I've updated the rationale for Proposal 9 to better reflect the amendment as approved by the committee.
