Well, the time has come. In a few hours it will be exactly three weeks before the opening of the convention, so by my reckoning that means later today it will be less than 21 days -- and therefore time to submit our final report.

The main changes since the preliminary report are:
* the proposals are now numbered (but still in the same order as before)
* there is now a table of contents page for easy reference outlining what all the proposals are about
* I expanded the rationale for eliminating the Operations Committee to incorporate
(in a more compact form) many of the points from Mike's two-page document
There are no changes to the actual text of any of the proposals themselves.
Please take a look and do what you can to proofread at least the first two pages and the first page of Proposal 10. The rest should not have changed, except for a couple of places where I fixed a typo.
I am going to be busy today with other business, but if you find anything clearly wrong (like a spelling error) please let me know so I can fix that before submitting it, which I plan to do some time this evening (Saturday evening).
Mimi -- if you want to create a document with the text of the proposals formatted in columns, feel free. I cannot provide a Word file or anything similar -- there isn't one. The "source" from which I generated the PDF is just a file containing HTML. But I can give you a copy of that if you want, and you could display it in a browser and copy the text from there.
