Revised Proposals

Revisions attached.

Proposal 1 - I took out the restriction against ExCom members serving on the committee but expanded the restriction against officers to include acting officers and assistant officers. I also added in that the committee has at least 3 members. I was OK leaving this part out of the bylaws but it's cleaner with it in.

Proposal 2 - Slight change to rationale, no change to bylaws text.

In both cases I reworded the rationale to speak in the third person rather than from me directly.
