Hi all
My wet underfloor heating has been commisioned recently.  I have 28 zones.  Originally i was expecting half of that number.  

Now to install Loxone actuators, i would be looking at nearly 3k

I started looking at 24v actuators.  Before i go off and buy some to test. Does anyone have any recommendations?

Having the DMX extension i was going to buy 2 WhiteWing 16 Channel DMX relay controllers (RLY16-D)

That's a lot of zones! 
First thing is do you actually need actuators on each loop? If it's a modern well insulated property then it's often overkill. At most you just need them on any room liable to overheating although meticulous balancing of the flow rates can solve that too.

Otherwise if insisting on fully loading it with actuators but keeping cost sensitive, I'd probably default to 230V ac versions. They're cheap and prevalent, and trivial to replace when the eventually die. Salus T30NC230 have worked fine for me in the past. Just be aware you need to use mechanical relays with them (as you're planning), I originally had them on SSR but the load was not sufficient to activate it

if you use 24v actuators you should be able to use 24v multi-channel dmx dimmers  - dirt cheap and solid state, available from almost anywhere
24v generic actuators seem to be similar price to 240v ones as well

As Joth was pointing out, I'm guessing you have 24 loops / valves on your manifold.  We just installed 2 manifolds for a total of 18 loops / valves but we are only controlling 5 zones.  

But that is not your point, you still need 24 valves, some I'm sure will be hooked together in a bank.

In our existing home I have your basic on/off actuators.  They have worked fine for the past 12 years.  In our new home that is under construction, I'm going with 24V actuators on/off hooked into a din rail 24 channel DMX controller (the other channels controlling lights and all) as Duncan suggested.  I'm sure the PWM actuators from Loxone would be marginally better, but I cannot justify the price in my head as I've been quite happy with the temp control where we are currently.
