Not sure I'm missing something but is there a way in which radiator manifold digital actuators controlled via DMX can be opened / closed by the IRC without adding additional individual switches to the config?
I know I can achieve this by changing the IRC temps but I'd rather not go down that route.

assuming you are using 24v dmx drivers connected to 24v on/off manifold actuators, then you just connect the dmx output device/actuator to the pwm output Q of the IRC then in the dmx device properties set the input value 2 so that a 1 input produces a 100% output:

or if you have 240v actuators you can use a multi-channel dmx decoder/driver to drive SSRs to switch the 240v actuators :
PN5-10DA - the inputs can be driven direcltly from a 24v dmx dimmer as it has a common anode
the 5 x outputs can switch 2A each so useful for actuators, non-dimmable led lighting, heating pumps / zone valves and plently more

This is a good tip although note SSRs have a minimum load current in order to operate, I use Salus manifold actuators and they are too light a load to work with SSR so I had to switch out for mechanical relays. 
I'm also using the PN5-10DA from AliExpress. They work great for pumps, towel rads, electric floor heating mats, PSUs and even the transformer for my doorbell chime.

Hi Duncan / Jon , many thanks for the advice.

I think I should have explained what I'm trying to achieve.

I'd like to open all the manifold actuators independently of the IRC / boiler etc so I can flush the central heating system through. After 8 years of use, sediment, discoloured water is starting to build up. 
What I've done so far is add a simple on/off switch to each actuator and then connect all of those via memory flags to a master on/off (open/close) switch: Which works fine, although I was wondering if there was a simpler way within Config to achieve the same aim.

there is an input button on the IRC that opens all the valves, its the service mode  - just connect a virtual input to the AS with the value 2 or 4 and set it to 
0 for normal operation or 1 to turn everything off eg for a boiler service

If this is extremely uncommon use then you can do it once off by just starting Live view with value Modification (from the drop-down menu on the button), and manually set each DMX output to 100. 
Only snag is any change in the IRC will over write the manually set output, but if the system is basically dormant then it should be fine.
Depends how much of a hack you're comfortable with
