Lighting Control with time and brightness

We're having issues getting it right, and were wondering if anyone could assist please?

What we need:

- Brightness sensor to trigger lights when brightness is below a preset level (say 70 lux as an example)

- Only have this brightness sensor trigger the lights based on brightness AFTER 3pm. Lights manually controlled prior to this time.

- Lights can be switched off manually after being triggered on by sensor, and NOT come back on again automatically e.g. lamps might be turned off earlier than 'normal' and don't need to be triggered again

Currently we have all of the above working except for the lights not coming back on again.

Any thoughts?

Using: 

- 2 Socket Airs (for floor lamps)

- Motion Sensor Air

- Lighting Controller config
