Hey Kathy,
I would try thinning them out one year, just to see if they get bigger. I don't think it is a problem with the branches.

Once again my Flame Grapefruit is over loaded. The branches are touching the ground, I sometimes wonder if I should thin out some of the young fruit in the summer.
