Mission creep - does ArtPrize even know what it is?

Well I don't mean that to be a criticism. It is so unique and so many different things all at once. It may be 'mission impossible' to quantify that in the short phrasing demanded by today's '140 characters or less' media machine.It is interesting to note one exclusion from the 2011 to 2012 versions. The term "social experiment" has been dropped. Is the experiment over? If so, what conclusions have been drawn and by whom? Below is the excerpted text for each statement:

2012: ArtPrize is an international art competition, open to any artist and decided by public vote, promoting critical dialogue and collaboration throughout the year.
