Exporting Decks to my iPhone

Right now I only have one deck on my iPhone and I want to add several more. However, when I export a deck from my Mac to my iPhone, instead of adding it as an additional deck on my iPhone, it replaces the current deck on my iPhone so that I am always left with only one deck on my iPhone. Can my iPhone really only have one deck at a time or am I doing something wrong to not get multiple decks on my iPhone?

I'm having a similar issue, but my variant suggests it's not a one-deck limitation but some export "feature" of new iPhones.

I had ten decks or so restored from my iPhone 6 backup to my new iPhone X. All still work fine, but when I tried adding some new decks, I had problems. Two decks exported fine, but every attempt to add others simply replaced the second with the new one.
