There are plenty of scarf-hanging places already.
And as Lynz has repeatedly said, an adjustable tailor's dummy would be useful but a shop dummy not, unless one specifically wants clothes that don't fit.

I can see it useful for loose fitting clothing to test drape, eg jumpers or scarves off the knitting machine. I personally wouldn't use it though.
