making a Spanker Machine!

Hello,

I want to make a mechanism for a sculpture that is basically the same as a spanker machine. I've made another machine before with a gear motor and rotating system but for this one now I need to create a strike (for the slapping movement).

I found some instructions online:

 What you need is something that will lift an arm, and then bring it
down quickly, just like a spank move.  So, use a motor to lift
an arm, and then let it return under spring tension.  Now a slowly
turning gear motor works well.  But how does it lift the arm?

  A cam.  A large cam attached to the motor shaft.  The cam pushes on
the arm, raising it as the cam rotates.  The cam will have a sharp,
vertical drop to it, and thus the arm will fall back.

I would love to talk with someone that knows about mechanics and can help me put these instructions into practice and perhaps give me some guidelines/suggestions.
