Why is there a BUCKET of toilet paper in the loo?

To reboot my previous thread "Why is there a bin full of toilet paper in the loo?", we now have a lovely sanitary bin in the toilets, and no longer have a recycle bin in there.

Instead, we now have a bucket. Full of used toilet paper.

Why do we have a bucket full of used toilet paper in the loo?!

Norm in other countries I have travelled to few places where they don't allow you flush paper of any sort into the sewage system

Just as you appear to think its normal  (I agree by the way "to flush toilet paper") it may not be so for every one to flush there loo paper 

If it irks you. put up a sign with instructions, {pictorial ? :-) } I generally don't use toilets that are not "know" if I can help it

My guess is that the bucket is being used for loo roll tubes and tissue used for drying hands rather than sanitary waste. A better spot for it would be by the sink though.

It was suggested that the problem had something to do with females.

One theory above is that not flushing paper could be a cultural thing. So I guess we should have a notice saying that it's OK.

Russ mentioned ordering 'proper sanitary bins', one of which has been in the toilet since it arrived, but it appears to be empty. The reason for this may be that the peddle that opens the bin was facing the corner of the room. So I've rotated it so that the peddle is facing outward. Maybe it also needs a notice telling people how to open it?

Another issue is that the bag was fitted in such a way as to form a trough around the edge that collects liquids.This is not very sanitary. I'm not sure if it's a human error or a design flaw.
