Since you already have a cylindrical shape to cut from, any saw will do this as it just needs a straight cut. However you will find it best to use a guide to keep the bar at right angles to the blade.
For a hand saw this is a piece of wood with bars each end : one end hooks over the edge of the bench and the bar is gripped by hand in the other end.
For a mechanical saw, the bandsaw or the chop saw is good. The chop saw may not handle items of the diameter you are using in which case the band saw or even the table saw will be required. In all cases use a guide to hold the bar : a sliding guide for the bandsaw or table saw, the built-in guide for the chop saw.
All mechanical saws can be dangerous and should not be used without previous experience or tuition.
