Including more groups so you get suggestion.I guess some process using file or u need to change permission.

I am trying to rename a folder in Tortoise SVN repo browser, which should be very simple by right clicking and using the rename option.
 
but when I do so it is throw an error while committing.
 
The error is :
 
"can't move '/db/txn-protorevs/44464-ybj.rev''to '/db/revs/44/44465'; permission denied"
 
Can suggestions how to resolve these.

2 ways,

1)You can directly take tar of git repo directory as it has the whole bare content of the repo on server. There is slight possibility that somebody may be working on repo while taking back up.

2)You can run following command
git clone --bare <your backup local repo> <new location where you want to clone>
Above command will give you the bare clone of repo (just like it is in server), then you can take tar of the location where you have cloned without any issue.

I don't think it's appropriate to cross-post requests for support across a number of mailing lists like this. You might have better luck in seeking help on forums such as Stack Overflow or Server Fault - and in fact there are similar questions there already answered (http://stackoverflow.com/questions/5578270/fully-backup-a-git-repo was the first result in Google, for example).
