how does Loki charge the service fee for using their API? is it free
for commercial usage?

does anyone know about the conditons to use loki? licence, fee,
restrictions, etc. ?
loki.com as well as skyhookwireless.com do not provide this
informations !?

Loki and the Skyhook SDK are free for non-commercial use. If you have a
commercial application for it, please feel free to contact us at
sa...@skyhookwireless.com and we can work out some agreement that fits your
revenue model.

The Terms of Use are laid out when you register for an API key for Loki or
download the SDK for Skyhook.
