Tower J - Future Demand skipping CLP sequence in agreement

I spoke to Logix today regarding raising next demand of "plaster and Brick work" without completing the Top floor which was in sequence previous demand to this one ...on this their casual reply is that everyone is paying and banks are also honoring !!

  Now my question to everybody is "I can also pay it and the only demand pending would be "plumbing and finishing" (except passion demand) which also I can see in certificate of completion that has been completed so that might come next month to this...but will Logix ever complete the project if he  gets all the money from people in lower floors and no body questions it, in a way this would promote him to take all demands , specially from people owning 15th or some floor below and they would ever delay the actual structure which was 7th demand in order and these are 8th and 9th demands.
