Passing keys to a plugin in Logic?

Hi all.

I swear I had this working before, so I have no idea what's going on. If I load SUrge XT and try to use the standard keyboard shortcuts, everything is just going to Logic. Steps:

1. Create a software track in Logic.

2. Toggle Logic Magician on and load Surge XT.

3. Toggle LM off.

4. Get to menu, change from controls to Surge XT.

5. Get to Surge XT, interact, interact with Surge XT frame.

I'm pretty sure the keyboard controls used to work at this point. I can't even get to the Surge menu to make sure the box to use keyboard controls is checked, because if I hit enter, Logic goes to bar 1. If I do VO-space on the main menu button, nothing happens except sometimes Logic says it has a new window.

Do I maybe need to give Logic full disk access permission again because of the update to 26.2? If so, anybody have a quick reminder of where that lives?
