T1 Bond, Phase 2 Project Updates 

We are using funding from T1 bonds to improve sidewalks, storm drains, streets, parks, community centers, and other key infrastructure and facilities.  

Measure T1 provides $100 million of funding from bond revenue to pay for improvements to City infrastructure and facilities. Phase 1 projects are complete. This is an update on Phase 2 projects.

Pathways Repairs and Improvements 

The Pathways Repairs and Improvements project is 85% completed with the following pathways completed:

D & E Docks Replacement Project 

Almost all the in-water construction for the new docks such as piles, gangway, floating docks and various dock accessories have been completed. The remaining focus of this project is landside utility connections to serve the new electrical and domestic water systems that require close coordination with PG&E and EBMUD.

Corporation Yard Improvements

Construction is currently underway on several projects at the Corporation Yard, including the Wash Station, Building H, and the Green Room. The Wash Station improvements involve replacing a section of the sewer line and installing a new valve to improve water flow, reduce the risk of sewer backups, and strengthen best management practices. Upgrades to Building H include a new roof, fresh exterior paint, and asbestos remediation. The Green Room project features comprehensive structural and architectural upgrades, including a full interior remodel with new restrooms, flooring, and roofing, as well as modernized mechanical, electrical, and plumbing systems.

MLK Jr./Youth Services Center (YAP) Seismic Retrofit and Renovation

The renovation of the Martin Luther King Jr. Youth Service Center (YAP) is in progress. Demolition has been completed and seismic work for the remaining gymnasium and foundation work for the new center is in progress.

Ohlone Park New Restroom 

After months of anticipation, the Ohlone Park Restroom has officially received its PG&E connection and is now moving into the final inspection phase. To celebrate the completion of this much-needed community amenity, the City of Berkeley Parks, Recreation, and Waterfront Department will host a grand opening ribbon-cutting ceremony on January 8, 2026, at 11:00 a.m. We invite the community to join us in marking this exciting milestone.

T1 Phase 2 Project Updates 

Facilities/Buildings

  • African American Holistic Resource Center Project – Project received Zoning Adjustments Board approval on December 11, 2025.  Staff and consultants now working toward final design.
  • MLK Jr. Youth Services Center – Construction started July 2025.  Project completion anticipated in early 2027.
  • Willard Park Clubhouse – The new Willard Park Clubhouse was opened in June 2025.  Facility is now open and providing afterschool programming for approximately 80 children, TK thru Grade 5!  To sign up for youth programming at the new clubhouse, please visit the City’s Recreation Registration for the Willard Clubhouse.   • South Berkeley Senior Center – In design phase, public process is in progress. Next public meeting is February 19, 2026, at 1:00am on site.
  • 1947 Center Street Window Replacement – Landmarks Preservation Commission process is complete. Project submitted to building department for permit.
  • Fire Station #2 – Construction in progress.
  • Fire Station #6 – Bids received. NTA will be sent this week.
  • PW Corporation Yard Improvements:
    • Green Room & Building H – Under Construction with Tentative completion date of April 2026.
    • Wash Station – Under Construction with Tentative Completion date of February 2026.

Restrooms

  • Harrison Park Restroom – Conceptual design completed.
  • Ohlone Park Restroom – Construction in progress. Restroom was delivered and installed, and is currently awaiting final inspection. Ribbon Cutting is January 8, 2026, at 11 am.
  • Willard Park Restroom – The new park restroom was completed and opened to the general public in August 2025.
  • Telegraph/Channing – Project was completed in January 2025 and grand opening held February 11, 2025.
  • Adeline/Alcatraz  Conceptual design completed.
  • San Pablo/University  Conceptual design completed.
  • Telegraph-Channing Parking Garage Restrooms & Elevators –Construction in progress. Tenant restrooms should be complete by the end of the year.
  • Cesar Chavez Restroom on Spinnaker – Conceptual design completed.

Parks

  • Adeline Landscaping Improvements – Construction is expected to start in March of 2026.
  • Civic Center Park Upper Plaza Improvements – Project completed and re-opened in August 2025.
  • Santa Fe Trackbed to Park Conversion – Phase 1, site remediation, will begin this Spring with construction anticipated to start in the Summer of 2026.
  • Grove Park Field Renovation – Projects complete.
  • Grove Park 2-5 & 5-12 Playground Renovation – Project complete.
  • John Hinkel Park Playground and Amphitheater Improvements Project complete.
  • King Pool Tile and Plaster Replacement – Project complete.
  • Ohlone Park (East) Playground Replacement and Site Improvements  Project complete.
  • Ohlone Park Lighting – Construction in progress for the installation of dark sky compliant light fixtures at existing dark areas along the main pathway and bollard lights by the dog park entrance at Grant Street.  Project is currently awaiting connection by PGE and final inspections.  Grand opening anticipated in early 2026.
  • Tom Bates Sports Complex Restroom/Community Space – Construction contract was awarded by City Council on December 2, 2025.  Construction is anticipated to start in early 2026 with completion around early 2027.

Waterfront

  • Replacement of Docks D & E at the Berkeley Marina – Phase 1 of Construction (in-water demolition of docks) was completed in November 2024.  Phase 2 landside and waterside improvements are in construction.  Waterside improvements such as new dock floats, piles, and dock accessories are nearing completion. Construction is anticipated to be completed by February 2026.
  • K Dock Restroom – Construction contract was awarded by City Council on November 18, 2025. Construction is anticipated to start in early 2026 with completion around mid 2026.
  • Marina Pilings Replacement  Project completed
  • Docks F & G Redecking at the Berkeley Marina – The existing timber decking has reached the end of its useful life. Most of deck boards have dry rotted with splits and they can no longer be fastened to the docks securely and must be replaced. Construction started December 8, 2025 and is anticipated to be complete, February, 2026. 

Streets/Storm/Pathways

  • FY22 Sidewalk Repair Project – Project complete.
  • Pathway Repairs – Part of Spec No. 23-11616-C (FY 23 Retaining Wall & Storm Drain Improvement Project). Notice to Proceed issued 3/7/25. Path repairs have been completed as of November 2025.
  • Bollard Conversion to Landscaping – 90% Design. Expect to bid in July/August 2026.
  • Storm Improvements at John Hinkel Park, Marin, Euclid, Spruce, Grizzly Peak, San Benito, High Court and Virginia – Projects complete.
