Recently my first tiny thermal power plant of 10 kw was successfully commissioned in village Dalbhanga of Kuchai Block in the district of Saraikela-Kharsawan in Jharkhand state of India. They never saw electric light in their life. During the day, power plant is connected to run tiny oil mill to provide fresh natural cooking oil to villagers and during night, it is connected to generator to provide lights in 200 homes. Two young boys have grasped knowledge to operate the power house and oil mill only in 3 days and now they are running the plant independently. After 11 pm, they close down the plant. 
Look at the benefits of tiny thermal power plant.
(1) It can provide lighting to 200 homes.
(2) It can be owned and operated by a society or village of 200 homes independently.
(3) The power plant is very simple and can be learnt to operate it in 3 days.
(4) It consists of wood fired water tube boiler which produces steam to be used in steam engine which drives generator and produces electricity.
(5) Power house can be run 4 to 5 hours in the evening as decided by village independently. After closing the power house at night, if somebody wants light, he can keep rechargeable battery light commonly available in the market and charge it at home.
(6) Power plant can be used for agro processing purpose during the day such as oil milling, rice hulling, grain threshing, flour grinding, water pumping etc and can earn back investment very quickly.
(7) No battery bank required and hence no maintence cost of batteries.
(8) Capital investment is US$10000/- which is only US$50/- per family. Distribution cable expense to 200 homes is extra.
So quick and cheapest solution of rural electrification by green energy lies in our 10 KW tiny thermal power plants.

Our tiny power plants are not automatic. Continuous manual feeding of wood or biomass to boiler is essential. You may already know about this Indian company that make mini steam engines which I believe are used in some vintage cars in the UK - I don't know what the EU and HSI regs would say about them however but I like the idea of reverse technology transfer provided we don't blow ourselves up (domestically or internationally)

We have recently despatched steam power plant of 10 kw with 18 hp steam engine to USA. We also despatched 3kw steam power plant with 8 hp steam engine to Australia and Thailand.
 
We can now despatch any of these steam power plant in one week only.

My late father once designed a steam car [ about 1930] it was to use a
Flash or Monotube Boiler, see this for instance

and put "monotube or flash boilers" into Google for more links.There is
a DIY version somewhere. Reportedly very safe, but I do not know about
test requirements, testing is not required for model boat versions see
"monotube or flash boilers testing" in Google

Pressurising was to be done by a hand pump, on start up, steam raising
took about 60 seconds - comparable to an electric start, - and once
steam pressure was "up" a small steam operated pump maintained pressure.
Fuel was keroscene [lamp oil] Engine would have been quite silent,
maximum torque at no speed, - hence good acceleration - no gearbox, and
ability to as fast backwards as forwards. i.e a reciprocating engine
with valve gear like a railway locomotive.

Remember as tube sizes get smaller the ratio of the outer [heat
exchange] surface to tube liquid flow area increases, i.e an 8mm tube
[or smaller] is a better item for flash boilers than larger diameters.
The same probably applies to CSP [Concentrated Solar Power]
