A housing developer seeks help disposing of his surplus PV electicity - can anyone help? LCBP & Export Tariffs

Situation is we are installing a PV system on a new development (10 flats, 5 houses) and the scheme has received LCBP Phase 2 funding, which precludes us from joining the PV feed in tariffs now offered. Details of the system are attached.
 
I have spoken to the following suppliers
 
Scottish & Southern - aware of the problem but have taken a management level decision not to offer an export tariff, other than the FIT.
British Gas - only FIT available
Ecotricity - only FIT Available
Good Energy - only FIT available
Green Energy - aware of the problem and think they may be able to offer something, but the price paid will be nominal (probably 5p per unit)
First Utility - only FIT available
NPower Juice - only FIT available
 
If you can find any information on a supplier who might be in a position to buy back the energy produced I would be very grateful, I seem to be coming up against a brick wall at the moment.
