version 0.8: non-Mac support and quick start example

There's now a quick start example in the form of a script
that creates an area and configuration for localized podcasts,
allowing immediate use of the ./update-all script.

The localcast system is oriented towards iTunes and the
Mac but isn't confined to use with either. It is a nice alternative
to bashpodder on systems like Linux, and in v0.8 this cross-
platform functionality was enhanced and documented.
