0.10: no double slash; partial downloads

Hi.

Version 0.10, just released, fixes a bug that led to localized
URLs containing an extra slash. The extra slash made the
podcast appear in iTunes as a distinct, duplicate podcast.

Also, iTunes provides no way to listen to partially downloaded
episodes. By moving the {feed_file}.local file in the download
directory to {feed_file}, a user can now give iTunes access to
new content even when downloads were incomplete.

The step of moving the file should be performed on behalf
of the user, probably, in a future release.
