What changes should be made to the existing LBT Law and Rules keeping in mind

the tax rates should be uniform like 2 % on all kinds of consumer products or industrial products and 1 % on commodities like medicines agri .equipments,etc

The State Government i.e. Urban Development Department should arrange one day State Level workshop at Pune in which Commissioner's of Corporation, their officers, LBT practitioners and few Deputy commissioner of Sales Tax from Legal Department. This will simplify complicated provisions of Act, Rules & Circulars. After the workshop a booklet consisting of FAQ's should be officially published which can be easily understood by officers as well as traders. There are lot of fear and misconceptions including lack of knowledge and communication gap, due to which traders are not paying taxes.

Reduction in the rates is another way of increasing revenue.

The provisions of set-off need to be simplified.

A large scale door to door survey has to be conducted jointly by Sales Tax Department and Corporation to find out U.R.D. having turnover over Rs. 5 lakhs.

Big companies, Multinational, Corporates, Government & Semi Government Trading Organizations should be registered as non resident dealers for all Corporations and tax can be collected by them instead of from their huge number of dealers through out the State of Maharashtra. On the basis of challans of taxes paid by them, distributors should be allowed to claim set-off if the said goods are re-exported after the import.

I agree with Mr.Pakaj Shinde But  there is 3.5% max  and min is  0.5% chgs depending on  Commodity and in sum of the commodity are suppurate shown in the LBT Charts List (20 pages Details )which i got form web side about LBT RATES DETAILS. . Specific products for which it's 4% also charges. any how i also have some confusion in it.

it would be easy to follow for normal customer. make cost of product reduce.
        Now I have a request about asking a Question how and what the commodity has what rate of Tax and is it like ans by pankaj or is it some more details to be required as for trading business.  there are difficult about analyse which commodity to be charged under what percentage and want's come in which category actually..

Ya, We can have 4 slabs for goods classification.
0.5% - Precious Goods
1% - Essential Goods like Medicines, Food
2.5% - Consumer & Industrial Goods
7% - Alcohol and Tobaco

LBT rates to be made uniform to the maximum extent possible.
People from the departments should be given proper training not only in the matter of the act and rules but also for their behaviour with the dealers.
The definition of NRD is not availble. Hence each municipal corp. is using that concept in its own way.
In stead of harassing the dealers to pay the returns, they should start the assessment procedures.
This will generate more revenue in the form of Interest and Penalties.
I have seen in many cases, when the dealer pays heavy interest and penalties, he makes maximum attempts to pay the taxes in time. 
To complete the assessments in smooth manners, the authorities should be taught the concept of MATERIALITY.
