There are peculiar business cases where (with due respect) the government has not though about the applicability of LBT on these business. Where applying normal provisions of LBT causes genuine hardships to businessmen.
1. In case of e-Commerce Business
> They will have to get registered in every corporation, even if the sell as little as 5000 worth of goods to the customers. Making the sale uneconomical.
2. Cold Storage
> They will have to pay 10% of LBT just to store goods if they are in LBT area
There are many other businesses which have peculiar needs and they should be governed by different set of rules and thus there is a need for notification for them.
